According to a press release from the SPCA of Texas, on Wednesday, June 20, an arrest warrant was issued for City of Wills Point Animal Control Officer Michael Bradford Goggans. He was taken into custody and charged with Cruelty to Non-livestock Animals – Torture, which is a third-degree felony, and was booked into the Van Zandt County Jail on a $50,000 bond.
